Personal settings changeable (for current session) but not saveable ?

For a certain WinXP Home installation I can change as usually a lot of settings e.g.
- change to Classic START menu
- set "details" view als default view
- unhide file extensions for known file types
- Show Control Panle in START menu
- ...

These changes are valid during the current sessions.

However after a reboot the old initial settings are back again.

Why ?

At shutdown time I can see the message "Saving personal settings"
but they were not saved.
