Persistent table or border around heading?

I received this .doc that has a solid border on the title page. I am unable
to select it, move it, or delete it. I am able to place headings in it but I
am unable to get rid of it. Can someone tell me what it is and how to get rid
of it?
 
Is it a page border?

It seems to be, but it only surrounds the text I insert on the page and not
the text that is already on the page.
 
Does the style have a border or frame?
