Permitting CD-Rom access

I have a Windows XP sp2 system that I just reloaded at home. I have setup two
accounts, an admin and a restricted user account. I used the admin to install
programs. When I log on with the restricted user account and try to play a
game (which requires cd in drive) i get message saying no disk detected.
However, if I right click on the game and select run as and put in the
administrator password, the game plays. How do i set the permissions so the
restricted user can run programs that require cd in the cd-rom drive so I
don't have to do the run as option everytime.

Thanks in advance for any help given.

Many games require Administrator-level permissions, to the chagrin of
the security-conscious.
