Hello,
I was wondering why I cannot see the delegates tab in
options for outlook 2003 and I cannot see the permissions
tab for the inbox properties either.
Please help.

Note: I'm using hotmail on Outlook
 
You would only have a delegates tab if you are connecting to an Exchange
server
