Is there any way to set upi permissions on a shared folder that would allow
the end user to be able to read and execute the files in the shared folder,
but deny access to copying these files.

No, not by use of share level and NTFS permissions on what
may be read. Once read, saving is only controlled by what
has the in memory copy or by controls on the save-to locations.
You are after a rights management system.
