permissions to create file shares

I need disable creating and deleting file shares for some
groups and users (but enable this for others).

For example, Power Users can create file shares by
default. I need to disable this ability for them.

How can I do it?
 
You can't. That is one of the built in rights of the power users group. All you
can do is remove users from that group. If you are using the power users group
because of need to run an application, you may look into ways to make the
application run for a regular user or make use of the compatws.inf template
which gives users the same permissions to resources as power users without the
