permission to add workstation to domain

Currently I have a global security group
called "joindomain" that has delegated permission to "Join
a computer to a domain". It was working fine before until
a couple weeks ago. Users that are in this group are now
not able to join computers to the domain except the domain
admins.

I have tried giving this group permission to add
workstations w/ GPO in various places such as Default
Domain Policy, Domain Controller Security Policy, and
Domain Security Policy and none worked.

Anyone has any idea? Any suggestion would be appreciated.
