You can't, OE is an email and newsgroup application, not an organizer...
You need another appliation such as the full Outlook...

Outlook uses the Outlook Newsreader, which is outlook express. And outlook
express can be made to run in news mode only if you want.

You actually have to create a shortcut to OE and in the target put this:
"C:\Program Files\Outlook Express\MSIMN.EXE" /outnews

The /outnews switch puts it in news mode only and diables the email
functions.

Make a shortcut and in the target use the following command
"%ProgramFiles%\Outlook Express\msimn.exe" /outnews. That will put it in
newsreader only mode.

Well, if you insist.........If you are prepared to roll up your sleeves and
do some work --- Hard? It depends. --- yourself, it can be done. Since it
is an operation well defined in its sequence of mouse clicks, you can record
these clicks in their correct sequence, and set them to be executed at a
specified monthly time and date, using the WinXP built-in Task Scheduler. I
am talking about using a macro language, of course. To begin, you may wish
to explore the many macro language packages --- Macro is easy to learn.---
on offer perhaps. It can be fun.
