Willy,

I believe that you have to have Show common tasks.
Start | Settings | Control Panel | Folder Options |
General tab | Check: Show common tasks in folders |
Apply | OK

Meanwhile, back in the Control Panel | On the left |
Under Control Panel | Click: Switch to Category View |
If you still don't see it | Click the Close [X] next to Folders |

Another way to get to the Control Panel:
Start | Run | Type: control | OK

Another way to get to Run:
Windows key + R
