Percent Double Underline

I would like to have the percent format use true "accounting double"
underline AND fill the column width?

If you want this to replace you current Currency Setting, then you can do
this my amending the 'Style'. Format>Style... and select it from the
drop-down and click modify nad set to double accounting under font tab.

If you don't wish to modify an existing one, then set up a new one using the
same route.
