Has anyone used this? It looks interesting especially the decrypt
function

Anyone can try PDFill. Please note, however, that the forms-creating
module is NOT freeware and "PDF Tools" is essentially a front-end for
Ghostscript.

If you'd rather not install Ghostscript, there are free programs out
there that feature PDF encryption such as PDFTK and BeCyPDFMetaEdit.
