I'm looking for a free pdf scaler, so I can change the paper size of a pdf
file.

Any help is apprecited.

I forget to add, that It could be run in a command line mode.

Take a look at pdftk (PDF Tool Kit). Not sure if it will do what you
want, but it does have many options. And it's definitely a command line
utility. Google for it.
