I don't know of a way directly with XP but there is an awesome program
available that schools and libraries use. It lets you not only do what
your after but also block specific sites and control what applications
on the local computer a user can access. This can all be done on a
user by user basis or by groups. It's easy to install and pretty
intuititive...
