pdf attachments with .NET 1.x

Apoligies, as I most likely have the wrong group here, but....

We're implementing a new web-based app for donor relationship tracking, and
the vendor is telling us that they do not see a way to allow PDF attachments
under .NET 1.x, which we find a bit dubious. PDF attachments are a huge need
for us since we track letters sent, gift agreements, etc. and need them to be
static formats. We suspect the vendor isn't really pursuing this, and I'm
looking for some proof of that. Thanks.

They are attaching documentation to the database in the form of PDFs. They
work with fundraisers and they need to attach things like bio profiles, gift
agreements, wills, etc. to data records. The vendor is telling them that not
only can we not attach PDFs in the web-based version, but wthey can't even
read PDFs that they attached in the Citrix version of the program. Attaching
Word files is unacceptable as they need static documents.

I'm kinda running point for a friend, so if you need any other info in order
to respond, if you could detail it in your reply and I'll pass it along.

What exactly do you mean by attaching documentation to a database?

Surely it would be sufficient to record the location of the pdf in the
database, and then the front-end would take care of presenting the file at
that location to the end-user, or am I missing something?
