Strange question since there is no such thing as a PDC in a W2K domain
environment. It's also strange that you need WINS unless you are supporting
older netbios based clients. If what you are trying to do is to add a new
"PDC emulator" to an already existing domain, that would be strange beyond
description.
A DC is promoted into a domain, not attached or appended. Don't be fooled by
names, computers rely on GUIDs except for DNS name resolution. Names are for
human consumption alone.
Note that WINS runs on the first network adapter in the network binding
order only. Add to that the fact that WINS servers themselves usually don't
include their own address in the WINS database (unless manually added).
