question .. can a PCIe 2.0 card be installed on a mobo that is only
listed to take PCIe .. presumably 1.0 ?

Yes, they can. The only exception to this were some older Nvidia PCIe
2.0 cards (like the 8800GT) which at the beginning had issues when
running in a PCIe 1.x system.
