PCI Simple Communications Controller Error

I have performed a Clean Install of XP SP2 to replace ME on a machine. I now
have 2 problems.
1) Device Manager reports a problem with Other Devices, PCI Simple
Communications Controller, Driver not installed. Each time I boot it finds
new hardware and tries to install it without success. Machine has only got a
PCI Ethernet card installed. No Modems or other PCI Cards. If I uninstall the
Other Device, everything is OK untill I boot up again, when it goes through
the same procedure of wanting to install hardware which does not exist, and
brings up the Yellow question marks again in Device Manager, Other Devices.
Must be Ghost Hardware. Is there a Fix for this problem that does not involve
installing Modems, etc.
2) Media Player 10 will not play a DVD but CD's play correctly. It appears
that a DVD Decoder can not be found on the machine. When installing XP, where
does the required DVD Decoder come from, is it included in XP Files, or
where. In all the XP installations I have performed in the past, I have never
encountered this problem, WMP has performed correctly without having to do
anything extra. One should not have to pay extra money to obtain a DVD
Decoder for WMP. Can you please advise on this contankerous problem.

now)
CPU=Celeron 733Mhz
SDram=256K
VGA = SIS 6326 AGP
DVD Rom=Liteon XJ-HD165H

Thank you, Bob I. Yes, the VIA 4in 1 driver has been installed.
Chipset drivers for this old Soltek MB are not easy to find.
