PCI Device/Driver ???

Every time Windows loads a Pop-up box appears saying, "A
new PCI Device has been found."

I have no new PCI devices!! When I try to uninstall it
from Control Panal - Add/Remove Hardware it only fixes the
problem temporarily. And the next time Windows starts
again, the same thing happens over and over and over...

Please Help!!

You just have 'old' PCI device but never installed its driver. You can
disable it in the BIOS or remove it physically, if you don't want installing
the drivers.
 
RTFM.
During POST, hit F1, F2, F9, F10, Del etc according to the motherboard or
computer manual or POST messages. While in the BIOS, find any device you
don't use such as a card reader or similar and disable it.
