PC won't shut down properly after XP install

Dell Dimension XPS T600r
Now running Windows XP
640 mb RAM
PIII 600mhz processor

After I installed XP, my computer (on warm boot or shutdown) goes through
this cycle like it's trying to shut itself down, but can't. It usually
happens three times, then actually shuts down. It can't be good for the
power supply or the hard drive, which both seem to be part of it. I updated
the BIOS to Dell's A11 from A6 after the XP install, which solved a couple
of other problems I
was having. But the power issue started upon installing XP.

Now, what might be the problem with the weirdo shutdown thing? It sounds
like it flicks power almost off, then again, then again. It just can't be
good. Please help.

Normally if it is a driver problem XP will not shutdown but reboot.
Right click on my computer, click on the advanced tab and click on system
startup and recovery. Uncheck automatic restart on system failure. If it is
a driver you will get a blue screen of death which might indicate the driver
causing the problem.
