Turned on Pc this morning and got bios screen. Hit F10 for restore, and it
does nothing. F1 will take to set up. Cannot get into safe mode. Only error
message I get is insert disk. Tried changing boot order to CD and use and
emergency boot cd, didnt work. Dont have original recovery CD's that came
with PC. Daughters pc, afraid she may of downloaded some type of virus. I
have searched for a rescue boot cd program but cannot find one. I am stuck,
help.

Could be you need to replace the CMOS battery and reset the BIOS,
choose F6 [BIOS defaults] for each page once you are in setup.
Make sure the HDD is detected correctly, also set the boot order to CD 1st
HDD 2nd.
BEFORE opening the case remove the power cord from the wall socket.

Every machine has a 3v lithium battery to retain the BIOS information,
it will be easy to locate, look for a 20mm round silver object on the
system board.
A good indication it needs replacing is when after you reset BIOS
parameters they are all lost the next time you power on the machine,
is this true in your case ?.

No, when I power back on it retains the change in the bios settings. The PC
is less than a year old, so I wonder if it is the battery.
I can't even get the c" prompt to come up, which makes me think it might be
the hard drive or memory.
Is there an emergency boot cd program I can burn from another computer? As
I said, I dont have the restoration CD's. Would have to order them.
Thanks for your help.

There is the Ultimate Boot CD for Windows
http://www.ubcd4win.com/

If this boots your machine and you can access your HDD you will be able
to burn your data to a CD via the included software, there is also some
antiviral stuff included

We can rule out the battery being bad, If you want to rescue data from
the HDD [providing it is readable] you can use either Koppix a live
Linux distro, or a Barts PE CD both will boot and allow you to view the
files on the the HDD.
I know Knoppix also lets you burn data to CD, not sure if Bart's CD
will .
