I want to upgrade my pc but as windows xp pro is dedicated to one machine can
I reinstall on my new hard drive or do I need to purchase a new license

Phil,
You are not very clear in your post what you mean, but retail versions are
allowed to be reinstalled on any system as long as the same Product Key is
not used on more than one system at a time.
The OEM versions can be reinstalled as many times as you want on the same
computer, but cannot be transferred to a completely different system.

It's ok if you are just changing the hard drive. In fact you can change
quite a lot before XP decides it's a new machine.

It can be installed on one machine *at a time*. Only OEM copies
are restricted to the first machine they are installed on.

Yes, even if it's an OEM copy. A new hard drive doesn't make it a
new machine.
