My desktop PC(XPSP2) doesn't do anything when I push the "on" button. The
only way to get it starting is to shut-off the mains connection for a while
(`~ 10 minutes), and after reconnecting I get a normal startup when I push
the "on" button. Is this "repairable"?

Here are my thoughts. Pick one or wait for more ideas.

Its my guess that its only one of two things. Years ago the Power
supply simply ran a wire up to the front of the case and they put the
on/off switch there. It was simple, close the contacts and the power
was turned on and the PS worked.
Now they can run it through the motherboard somehow so that shutdown and
turn off feature works.

Unfortunately, troubleshooting isn't that easy. If you had a spare PS,
you could eliminate one.

You can take it to a shop.

Do you need an upgrade? Is this the last straw and its time for a new PC?
