Pc not powering off using turn off in XP Pro

I formatted and reinstalled Windows XP Pro recently, now my PC will not
switch off unless I use the power button. When i click on Start, turn off the
computer, turn off the pc goes through the motions but then starts up again.

Any ideas?

Have you checked the power options? See Control Panel/power
options. Be sure you select the settings for the way your
computer is powered and operated and the function.
