PC loads desktop background only

i tried searching for a way to fix this but after weeks of reading forums,
my eyes are tired. So heres the problem.

when i start my computer up, the screen stays blank untill the desktop
background loads, and then stops there, i've tried going into safe mode, but
i can not even bring that menu up. i've tried using the "F1" "F10" "TAB" and
"DELETE" buttons to get to the bios screen or safe mode screen, but nothing
happens. it continues to load up the background then stops. the taskbar? on
the bottum never loads. the only thing the computer will do when its on is
start the screen saver after the time has passed of inactivity and eventualy
go into power saver mode (hibernate or stand-by, not sure which) any
suggestion would be greatly appreciated , i have my whole adderss book on
that computer and it took a long time to build, would really hate to start
from scratch..
 
Hi draygonjr,

Did you try pressing F8 to invoke the Startup menu from which you can choose
to boot into Safe Mode?

Try the fix that is available here (provided courtesy of Kelly Theriot

i forgot to mention f8 in my original post but that is the key to use on my
main comp, and that as well does not work, as for the vbscript you lead me to,
im not sure what to do with it and how to get it onto the computer in
question.

If you are able to access the Task Manager on the "problem comp" by pressing
Ctrl-Alt-Del when the desktop loads, then try this (assuming you have a
floppy drive in both your main and problem comp)........

Download the vbscript file to a floppy disk using your main comp. With the
problem comp loaded to desktop, put the floppy disk in the problem comp,
then bring up the Task Manager. In the Task Manager window, go to File>New
Task (Run...) and then either key in a:\xp_taskbar_desktop_fixall.vbs and
hit ENTER, or click on the Browse button and navigate to the file on the
floppy drive (make sure the Files of type field is set to All Files) in
order to select it to run.

To get to the address book file and backup your other files, install the
drive as a slave drive in another XP or Windows 2000 computer and copy the
files. You should always have a full and complete backup of important data.

Check the documentation that came with the computer or the info on the
computer vendor's tech support site for how to enter the BIOS. One in there
you can set the CD drive to be the first boot device and do a repair
install.

What kind of keyboard are you using? If USB try a PS2 keyboard and visa
versa.

When did this problem start? What changes were made right before the
problem began - software and/or hardware? Is the system clean of malware?

problem comp, and im going to have to take Rock's advice as installing the
hdd as a slave in another computer. i was thinking of doing this before, but
then i would have to reset all my bios settings on my computer because they
seem to reset back to safe mode settings. as for that last problem on the
good computer, i believe i just need to replace the small little battery on
the motherboard.

I don't understand your post? You are talking about two different
computers? And I also don't understand the statement, "i would have to
reset all my bios settings on my computer because they seem to reset back to
safe mode settings". I don't see why you have to change any BIOS settings
to add the drive drive as a slave to copy the data. And what do you mean by
the set to safe mode settings? If BIOS settings are changing, try changing
the motherboard battery.
 
I'm sorry about that, I started to ramble on. You are right though, I don't
need to change the bios setting on the working computer. i over clock my
working computer from 1.6 Ghz to 2.2Ghz. When the power is disconnected from
the computer, everything gets set back to the lowest setting making the
processor run at 1.2 Ghz. The computer was my cousins and he showed me how to
properly set everything, its just a pain to do it multiple times within a day
or so.
