Before the aberrant behavior began was the system working normally? Did the
system begin to shut down or freeze after the Microsoft updates? Or, was the
system bad just after reinstalling Windows, never normal?

pc was not in use for aprox 6 months while looking for an apt, moved
from one state to another
when we moved in and started using the pc these problems started have
not had a problem like this before

Hmm, well the hard drive may have been damaged in the move, they don't like
being moved or even bumped. I have moved PCs from one room to another and
had them go bad. You might open it up and unplug all the cables and plug
them back in, remove all the add-in cards and reinsert them, remove the
memory modules and reseat them. You might want to remove the CPU and
reseat/reinstall it, but you will need heatsink compound or patch to
reinstall the CPU heatsink. After that, remove the hard drive partition,
repartition, reformat the hard drive (NTFS) and then install Windows.

i was told that it might be the PSU. what is that? and how would i find
the acpi settings? do not see it in the bios.

If you have a spare power supply you could cable it up temporarily and see if
that makes any difference.

What BIOS do you have - make and version number?
