PB installing/repairing .Net Framework 2.0 on XP Pro SP2

Hi,
I wanted to install a program but the installation failed.
Since it requires .Net Framework 2.0 Ithought that maybe it was corrupted
and I tried to repair it according to the
instructions from Microsoft
I received the message that

This patch package could not be opened.
Verify that the patch package exists and that you can access ...

I downloaded .Net Framework 2.0 from
Microsoft
Downloa Center so I guess it should be a reliable source.
What should I do? Should I un-install the version I have first?
In Add or Remove Programs, I have

Microsoft .Net Framework 2.0 (88.39MB)
Security update KB922770
Security update KB917283

In the meantime, I tried to un-install it but with the same message
