Payment of downloadable music

With P2P downlading music, can anyone offer an affilate that is quality which
is a one-time monthly payment, and the one time monthly charge has NO
restrictions on the downloadalbe music ?
I had found a few and bookmarked them, but I'm not able to locate it now.
Some of the ones I have found during my search want a monthly charge, and
then $.99 per download !!
That seems expensive to me.
Also, my son's pc is set up with a router from RoadRunner ... would he be
able to pick the music he wants from my subscription ??
