Patch for IE 6 SP1 (KB828750) won't install

The Windows Update site refuses to properly install the October 2003,
Patch for Internet Explorer 6 Service Pack 1 (KB828750). It goes
through the motions fine, reports that it was sucessully installed, and then
tells me I still need it.

I've tried everything I can think of. It just won't install. No errors,
and it says successfully installed, yet it would seem that it isn't. The
Add/Remove Programs shows no sign of it, and returning to Windows Update
just shows the same needed update again, and again, and again. I've
installed it 10 times and it just won't stick.

I've also downloaded the October 2003, Patch for Internet
Explorer 6 Service Pack 1 (KB828750) (q828750.exe) independent of the
Windows Update and it also installs quickly and reports a successful
install. But Windows Update continues to insist that it isn't.

Norton Antivirus is disabled.

Any ideas?

FYI, I figured it out. I have a popup stopper called STOPZilla which was
preventing the Internet Explorer 6 Service Pack 1 (KB828750) from
installing. No error, just said it installed but didn't, and a constant
repeating that I still needed the update at the Windows Update site.

STOPZilla installs a service called SZNTSvc.exe which prevents KB828750 from
installing. If you first kill that service (using the Task Manager) before
doing the Windows Update, the update will now properly install.

Note that simply disabling STOPZilla does NOT do the trick. The serice MUST
be killed.
