whenever a program requires a password Windows ask if I want it to remember
that password. However, every time I return to that site I still get asked
for the password. Why is Windows XP not filling that information in
automatically? How can I get it to auto-complete this field?

Not all sites allow the caching of credentials. It's confusing as the
"remember" box often shows up but is not honored when you return. This
practice is common at email login sites and bank sites but may show up at
other sites as well.
