Passwords aren't enough

How do I do I restrict access to my computer? When asked
for the password, all they have to do is hit "Cancel" and
they have acces.

Upgrade to Windows 2000 or XP.
 
Try putting a password in your CMOS settings to require a password on
bootup. There's no cancel option there.
