passworded access hiriearchy

hope someone can help me out.

I am in the second year of rolling out our staff timesheets (created in
excel) for all staff. we noticed that line managers had problems obtaining
their junior staff timesheets on a monthly basis (which i am sure opens other
questions/issues). so i have been asked to design/modify the timesheets so
that from now on they will be stored in the central drive/server and not
individual user accounts, with feeds on some key data (+/- time, hols etc)
tracked in the line manager sheet. we are small enought to be able to do so!

what i like to be able to do is to create a hirierchy of passworded access.
i.e. paul as line manager, can access anne, stephen and mari timesheets with
his password, whilst anne, stephen and mari can only access their own
timehseets with their own password.
is this possible?

my other querie, still to do with timesheets, might be more to do with
exchange server but. if Anne/stephen/mari's excel timesheet is stored in
Their own usersaccount, and the line manager's (Paul's) is in his own user
account but with links to his junior staff timesheets...will the link still
work? across user accounts?

have i lost you all?
would be great if someone could give me some clues!

That is not a feature of Excel. That is more a feature of the server and
file system. You could make a folder for each users timecard that they
have access to and then give the supervisor permission to access all the
folders.
