How can I set up a password so windows will not automatically start just
by hitting the OK button ?

Control Panel / Users and Passwords / Untick the box that
requires users to enter a password.
 
The box is already unclicked. Then I went and clicked the box for all the
accounts,
added a password and hit apply. Yet, when I logged on I was still able to
get right in
by clicking OK and not entering a password.

Neither way, clicked or unclicked seemed to matter.

Someone might have installed TweakUI on your PC. It
will override the settings in the Control Panel.
