Password Settings Locked Out

OS XP Pro SP2 Logged on as Administrator
I need to change password settings but I the Security Settings in MMC Group
Policy Object Editor has a padlock Icon that will not change. I.E. I am
locked out from changing the settings. How do I unlock these settings?

Search for the hidden "Group Policy" folder, and rightclick the folder icon, security and sharing tab, Permissions button, disable
Read access to the folder for you. Restart to access the policy editor (gpedit.msc) and change the policy restricting access to it.
