Password Setting Problem

Hi,

some reason, over the last month or so, I keep getting an
error when I attempt to add the password. Here is what I

a.Creating a new db and giving it a name.
b.Closing this new db
c.Opening it again, and selecting "Open Exclusive"
d.Select Tools>Security>Set Db Password
e.Entering the password and confirming the password
f. I receive an error message saying that I must have the
db open as the exclusive user. I do have it open as the
exclusive user but for some reason Access is not
recognizing this.

After reading through the posts and testing the renamed database in a new
directory, (and testing around 40 different iterations of the database), I am
still receiving the error message "You need to have the database open for
exclusive use..." What could this problem be?
 
My work around is to create a new, blank database, password protect it (which
worked), and then import/link all data back into it. I still would like to
know if that is the only way though.
