How do can I password protect my printer in windows 98 or by using a third party software, so other people don't waste ink by printing unnecessary documents.

If you are using it on a network, then you can set the printer properties so
that it is not a shared device on the network. If it's not on a network and
it's other people that are using your PC then I can't help you apart from
saying unplug it. I personally am not aware of any password protection
programs for printers but that doesnt mean there aren't any.
