Password Protection doesn't work

There is a shared Excel 2003 workbook on the network that was set with a
password and when it is opened, it doesn't ask for the passowrd. Any ideas?
 
Check the title bar after it's opened.

Does it say ReadOnly?

If the person who's opening the workbook doesn't have write access to that
drive/folder, then excel will not even bother asking. It knows that they don't
have a choice to update--so why ask?
