Not really an Excel problem.

In Windows 98 you can ZIP the folder and PW protect the ZIP file.

Using XP and NTFS, you can assign varying levels of permission to users on
files/folders without having to worry about passwords.
Although there are ways to use a password, they involve encryption
and/or compression. Why bother?
