Right click on the folder, Sharing & Security / Permissions. You'll have to
create user accounts for the people you want to be able to access the folder

Also you need to be using NTFS and not FAT32 file system.
To check:
Open My Computer, Right click C drive, click Properties.
What does it say by "File System"?

Data should be safe, back-up important data just in case.
WinXP's file security paradigm doesn't rely on, or allow, the
cumbersome method of password protection for individual files or
folders. Instead, it uses the superior method of explicitly assigning
file/folder permissions to individual users and/or groups.
