Password policy

Hello all. When implementing a new password policy to
force password changes to occur on a schedule (such as
every 90 days) will everyone's passwords be expired at
that point, forcing all users at once to change
passwords? Obviously, this is not exceptable. I'm also
including a 14 day grace period or warning. Will this
keep users from being forced to change passwords all at
the same time? Thanks.

Yes, anyone who is at or past the 90 days mark will be forced to change
their passwords. The grace period will only help those users who are at 76
days days and before the 90 day mark.

So, turning on this policy forces all 7000 users to
change passwords at the same time?!

I would say it depends on the date of the last time the users previously
changed their passwords, also taking in account the grace period.

No, not ALL at the same time. As I mentioned, it would differ for each user
as to the date of their own last password change.
