Password-Locking Folders

I need to know how to password-lock a folder. By that i mean i need to
know how to apply a password to a new/existing folder, so only the
people who know the password would have acess to the folder. Is there a
way to do this on Windows XP?

Assuming you operate NTFS then you should be able to right click on the
folder select sharing & security and in the security setting restrict the
access.

No, not natively to Windows XP.
Instead have each user use a different profile then use permissions to
control access to folders:

Like WinNT and Win2K before it, WinXP's file security paradigm
doesn't rely on, or allow, the cumbersome method of password protection
for individual applications, files, or folders. Instead, it uses the
superior method of explicitly assigning file/folder permissions to
individual users and/or groups.

Of course, if you have WinXP Pro, you can encrypt the desired
files/folders.

As a crude work-around, you can place the file in a compressed
folder, and set a password to uncompress the folder to view/access its
contents. Also, some applications allow the user to password-protect
their specific data files. Read the specific application's Help files
for further information on this capability.
