I'm not sure about Password protecting it. But, there may be a GPO that
disables the Run.. button except for members of the Administrators and
certain other groups. You may want to dig a little and see if you can
find that. (I'm thinking in secpol.msc maybe).
Nah, not possible within Windows ( You could write a C# application mind -
I'm sure that way it can be )
In Group Policy, you can remove it entirely however )

Use the administrative templates in group policy.
Same as in XP except you can get more granulare in Vista.
