Partitioning and Reformatting help

I'm planning to shrink my primary drive so I can place my files in it, and
use it as a backup partition. Another thing is I want to reformat my primary
hard drive because I have a problem. Does reformatting my primary partition
affect the files inside the other partition?

It won't affect your files as purely files... but it might have other
repercussions... like if you have applications on the "other" partition,
there's a good chance they'll not work as expected after you blow away the
primary partition with your OS and registry. (The registry most likely
having settings that help the applications on the 'other' partition work...)
