Partition Deletion External Harddrive

on XP professional service pack 3, I have a blank external harddrive 1.01TB,
which I have formatted. I would like to have just 2 partitions rather than
the 3 I have, one of which is the boot partition I suspect. How do I combine
the other two partitions into 1?

Please note that:

1) USB and Firewire external hard drives can not normally be used to
boot Windows XP. Therefore, there might be a Windows boot partition.

2) Windows XP can not permit your to merge partitions. You need to
locate a third party utility to do this. Or, since you stated that
this hard drive is "blank" please follow "philo's" suggestion.
