Parsing a Timestamp

I want to be able to sort a timestamp and then query it every 30
minutes. How do I accomplish this? I am thinking that my first
hurddle is to parse it out the timestamp. Any help would be greatly
appreciated.

The timestamp doesn't show the date. Must be an Access to Excel export
conversion. It shows when I highlight the cell in Excel. Each unique
StopID = 1 Stop. I want to be able to query the number of Stops every
30 minutes. This is just a small sample, so I can provide more if
necessary.

50A would have a total of 3 stops (156, 928 & 1236) and 50B would have
a total of 5 stops (33, 72, 88, 618, 789 & 2117)

Is that time field an Access date-time data type or maybe text?
 
The time field is an Access date-time data type.

A Date/Time value is stored as a Double Float number, a count of days
and fractions of a day since midnight, December 30, 1899. E.g.

?Now;CDbl(Now)
5/9/2006 10:40:31 AM 38846.4448032407
