parser message, cant use add or remove program in control panel

cant access add or remove programs in control panel and
some others as well. parser message states "value could
not be created on line 472" please help if possible not
very experianced with these things dont know what parser
is or line 472 please help

Change to the windows default " Windows XP Style ". If you are using some other
theme, the problem is usually with a file called: shellstyle.dll (included with
most visual styles).

Service Pack 1 Parser Message: Value creation failed" at line 472" error when
add/remove programs is opened

This error can occur after installing SP1 when you are running a non Microsoft
visual style and the folder containing the customised styleshell.dll has a
differing name from the themes name (as shown in the appearances tab).
To get rid of this error you can switch back to a Microsoft Theme or go to
/WINDOWS/Resources/Themes/<Name of theme in use> and rename the shell folder to
the name of the visual style shown in the appearance tab. If you have a theme
with multiple variations you must make this change for each subfolder containing
a differing styleshell.dll file



To fix the problem:

1.) Go to /WINDOWS/Resources/Themes folder (or where your themes are located).

2.) Go into the folder of your current theme (the one you are using)

Example: Using 'Semplice'
Navigate to /WINDOWS/Resources/Themes/Semplice

3.) Go into the folder called 'Shell" within the previous folder.

4.) In that folder is a file called 'shellstyle.dll'. Remembering the name of
the theme you are currently using (Example: Semplice). You need to rename this
folder from Shell to the name of the theme you are currently using. If you don't
know the exact name, go to Display Properties, and try to Display/Show the
theme, the name you see in Display Properties is the name you need to change the
'Shell' folder to.
Example: Using Semplice as an example, the Shell folder for that theme is called
'Shell', in this situation you'll need to rename the folder to 'Semplice'.
Note that for multi-part themes (aka themes with more than one variation or
color) you'll need to rename each corresponding 'Shell' folder to what is
displayed in Display Properties when you try to apply the theme.

5.) Now that you've changed the 'Shell' folder name to correspond with the
visual styles name, reapply the theme.

6.) Go to Add/Remove Programs.
