Parse Error when opening "Add/Remove Programs"

Hi, I'm trying to fix a computer problem for a Japanese
exchange student. He has Windows XP on a Japanese
language computer and when he tries to open Add/Remove
Programs, a little window pops up saying "Parse Error @
line 352". I know the parser deals with the semantics of
the language, so I'm guessing the error must be some
incompatibility with his computer's language and some
downloaded file. Either that, or it's some sort of
bug/virus. So far, virus scanners haven't turned up
anything troubling. I ran Adaware and got rid of a lot of
junk, but the error is still there. I also ran
Hijackthis. Here is the log file:

One solution that was given to me on another message
board was to change the keyboard language to English
before I open Add/Remove Programs again.

I would appreciate any insight into this problem.
