Parental Controls

I enabled the parental controls but it is blocking every site I try and go
on, the 'PASSWORD' window opens and states 'BLOCKED NO RATING'...I figured
that it was because the 'USERS CAN SEE WEBSITES THAT ARE UNRATED' box...so I
checked it off and now it blocks nothing...basically the system is not
recognizing ratings on any websites.
