parameter query question

I'm not sure if this question if a query question or a form question.

I have 2 forms, each based on a different query. Both prompt for input when
opened.
- On one if you don't input anything you get a blank form.
- On the other if you don't input anything you get that form with all
records listed.
I'd like these to open with a blank form if nothing's input.
