Paragraph spacing, before and after

I used to be able to specify the paragraph line spacing in the Before and
After box in increments of points, but now I only seem to have the option of
using lines. What happened?
 
There is no "Exactly" setting for Before and After spacing.

Go to the "Exactly" choice.
 
Sorry, that's the Line Spacing choice. In Before and After, there are
simply boxes for typing an exact number or choosing "Auto" or
increments of 6 pts.
 
Occasionally for a reason that I have not yet figured out, but it has only
occurred when using spacings other than the default increments, I have had
the same issue of a number being entered into the control being considered
as a number of lines. If you do enter for instance 3 pts that however will
be treated as 3 pts, no question about it.

FWIW, the first time I noticed "lines" (or actually "line") as the unit of
measurement for spacing before/after was when I accessed the Paragraph
dialog box via the Find dialog box, I belive. I don't remember which
version, but I suspect it was Word 2000. Anyway, since then I always
explicitly specify a unit of measurement. :-)
