Right-Click on your destop, select New -> Shortcut.
A wizard should pop up to create a new shortcut.
For the location of the item (or target) enter "%SystemRoot%\System32\mspaint.exe" without the qoutes.
Then give the shorcut a name of "Paint"
After creating your new shortcut
Navigate to \Documents and Settings\All Users\Start Menu\Programs\Accessories and place shorcut in this folder
OR drag the new shortcut icon to the start menu and into your accessorcies folder

Try this. Start>Control Panel>Add Remove Programs>Add Remove Windows
Components>Highlight Accessories an Utilities, click on the Details
tab>Highlight Accessories, click on the Details tab. Is there is check mark
on Paint? If not, check and close all windows and reboot. If there is a
check, uncheck, close all windows, reboot and repeat the process and
recheck.
